Cary Kennedy is long-time advocate for the children and families of Colorado, and has a track record of developing and implementing creative, effective initiatives that help balance the state budget without cutting wise investments in Colorado's children or public schools.
More than ten years ago, Governor Roy Romer appointed Cary to work in the Governor's Office of State Planning and Budgeting. She also served as a fiscal analyst for the Colorado Department of Health Care Policy and Financing, Children's Basic Health Plan in 1998 and 1999.
Cary was the force behind Amendment 23, a broad bi-partisan coalition to increase funding for Colorado's public schools. As a result of her commitment and relentless pursuit of creating educational opportunities, Colorado voters approved Amendment 23 in November 2000.
Following this important victory, Cary helped Educare Colorado (now Qualistar) bring increased federal funding to Colorado to support early education and school readiness. She also joined the Colorado Children's Campaign, where she managed the statewide initiative to help expand health insurance for low-income children and fund cancer research.
Most recently, Cary served as the policy director for Colorado House Speaker Andrew Romanoff and assisted with the development of the budget compromise Referendum C, approved by Colorado voters in November 2005.
Cary Kennedy moved to Colorado when she was seven years old, and attended Manual High School in Denver. She graduated from St. Lawrence University in Canton, New York in 1990 and went on to earn a Masters Degree in public administration from Columbia University in 1993 and a Juris Doctor from the University of Denver College of Law in 1995. Cary is a member of the Colorado Bar Association.
Cary is married to Dr. Saurabh Mangalik and they have two children, Kadin, age 8 and Kyra, age 6.
