Joe Rice is the Democratic Candidate running for the open seat in State House District 38 (mostly Littleton, Greenwood Village, Bow Mar, Columbine Valley, and part of Englewood). Joe is a former 2-term mayor of the City of Glendale, where education was one of his top priorities.

When Joe began as mayor, Glendale’s pre-school and kindergartners were bused out of the city – there was no school in Glendale itself. Because of the demographics of the city and the distance to the school, only a small percentage of children from Glendale had the benefit of early childhood education.

Because of the great unmet need, Joe initiated efforts with Arapahoe County and the Cherry Creek School District to build and operate an early childhood education center in the city. Less than 2 years later, the first pre-school and kindergarten programs opened in Glendale. Glendale immediately went from having 10-15 children per year enrolled in early childhood education to having 70-80 children enrolled!

Among other accomplishments in Glendale, Joe attracted quality business to the city while cutting taxes and balancing the budget; tripled the amount of parks, trails, and open space in the city; and was a key supporter of important metro-area and Arapahoe County initiatives, including FasTracks, the Scientific and Cultural Facilities District (SCFD), and Arapahoe County Open Space.

In the State Legislature, Joe’s priorities for education include improving the availability, accessibility, and quality of public education – preschool through higher education. A quality public education system is crucial to the competitiveness of our state and the welfare of future generations.

Joe has also been in the army reserve for over 20 years, including completing two combat tours in Iraq, for which he was awarded the Bronze Star. Joe, Kendall, and their 3 young children have lived in Littleton for the last several years; and their 5 year old twins just began Kindergarten at Wilder Elementary School this August.
