Paul was born June 9, 1964 in Denver, Colorado. Paul attended John F. Kennedy High School in Denver, graduating in 1982.
Paul attended the University of Colorado, Boulder, graduating with a degree in Political science in 1986. He is currently working on his Masters degree in Public Administration at the University of Colorado, Denver.
Paul ran and was elected to the Colorado State Senate in 1992 serving the 17th District for one term. He represented Louisville, Lafayette, Niwot, and Longmont in the Senate. There, Paul served on the Health, Environment, Welfare, and Institutions (HEWI) Committee, the State, Veterans, and Military Affairs Committee, the Transportation Committee, and the Fire and Police Pension Review Committee. Paul did not seek reelection in 1996.
Paul was elected to the Colorado State House in 2002 serving the 12th District. In the House, Paul represents Louisville, Lafayette, and part of Longmont. He serves on the State, Veterans, and Military Affairs Committee, the Health and Human Services Committee, and the Appropriations Committee. He was re-elected in 2004. He was endorsed by COPOPS in 2004, as well.
He continues to work at the Blue Parrot Restaurant in Downtown Louisville as a bartender and manager where he’s been since 1989. Paul is also a substitute teacher in the Denver Public Schools.
