On March 17th, the Governor and the House and Senate leadership announced the outlines of a budget agreement that will be referred to the voters this November. Without a vote for change this fall, the legislature will be required to make more deep cuts to critical state services, at the same time that hundreds of millions of dollars in so-called "surplus" will be refunded to taxpayers.
Under the announced budget agreement:
- The State will be able to retain and spend (rather than refund) all the revenue it raises under current tax rates for five years;
- "Surpluses" will likely return in the sixth year. If they are large enough, they will be refunded by a temporary income tax cut.
- The state will invest some amount in capital construction, including a portion for crumbling and unsafe public schools.
Important: Although the budget agreement does not currently set aside specific funds for critical K-12 investments, such as textbooks and class size reduction, negotiations on this subject are ongoing.
Dear Legislator,
As you finalize the bipartisan budget agreement, we as public school supporters urge you to allocate specific funds for critical investments in K-12 education such as text books and class size reduction. It is also our hope that you will remember the 4.7 billion dollars in unmet maintenance and construction needs of schools throughout Colorado, as you decide where to invest capital dollars.
Coloradans will support this budget agreement if they know it is going to make a difference for our schools.
Sincerely,
